In 2012, as Acting Undersecretary of Defense for Acquisition, Technology and Logistics, Frank Kendall described initiating F-35 production years before the first test flight as “acquisition malpractice.” He cited “optimistic predictions” that resulted in a program that is far more expensive than anticipated. Kendall’s remarks also apply to many other U.S. Air Force acquisition programs over the past 20-years.
